If it's for sure plugged in, you should check the fan curve / settings to make sure it's set to run (usually in the BIOS). If it doesn't work in the cpu_fan header (or whichever it's plugged into) try some of the other headers; if it doesn't work in any you probably just have a dead fan.

With that kind of fan speed you're better off going with PULL set up. Factor the rad thickness & fin density plus resistance to airflow (CFM), at that maximum 1,500 rpm it's going to be hard for the fan to push air than pull air out. BIOS reads the fan speed at 1400RPM connected to CPU_FAN header on MoBo and Flow Control reads the fan speed at 1050RPM but BIOS RPM is correct not flow control.
